Amnesty calls on UN powers to lose veto on genocide votes

Amnesty International has urged the five permanent members of the UN Security Council to give up their power of veto in cases where atrocities are being committed.
In its annual report, the rights group said the global response to an array of catastrophes in 2014 had been shameful.
Richer countries were guilty of taking an "abhorrent" stance by not sheltering more refugees, Amnesty said.
The outlook for 2015 was bleak, the group added.
Saying that 2014 had been a catastrophic year for victims of conflict and violence, Amnesty said world leaders needed to act immediately to confront the changing nature of armed conflict.
'Miserable failure'
Salil Shetty, the organisation's secretary general, said in a statement that the United Nations Security Council had "miserably failed" to protect civilians.
Instead, the council's five permanent members - the UK, China, France, Russia and the US - had used their veto to "promote their political self-interest or geopolitical interest above the interest of protecting civilians," Mr Shetty said.
Part of the solution would be those countries surrendering their Security Council veto on issues related to mass killing and genocide, Amnesty added.
Last year, the veto was only used twice in the UN Security Council.
In March, Russia vetoed a resolution condemning as illegal a referendum on the status of Crimea and in May Russia and China blocked a resolution condemning Syria.
But many draft resolutions proposing tough action to deal with crises never reach the voting stage because they would almost certainly be vetoed, says the BBC World Affairs correspondent Mike Wooldridge.
The Amnesty report argues that if the use of the veto in the Security Council had already been restrained in the way the report suggests, that could have made it impossible to block UN action over the violence in Syria.
This might have resulted in President Bashar al-Assad being referred to the International Criminal Court, greater access for badly needed humanitarian aid would have been possible and civilians helped more,writes Mike Wooldridge.
The initiative to suspend the veto right in particular circumstances was first raised 15 years ago and may be gathering momentum, but it is still unclear when it might have enough backing to be enforced, our correspondent adds.
Suspension mechanism
One key question is who would decide when a crisis situation warrants a suspension of the veto right.
Amnesty International's Senior Director for Research Anna Neistat told the BBC inquiries by the UN Commission for Human Right or the International Criminal Court could determine what constitutes a crime against humanity for example.
When asked if these mechanisms would be fast enough for action to be taken in time, she cited the international intervention in Libya in 2011 and the green light for cross-border humanitarian assistance to Syria in 2014 as examples where they did work.
The UK government has not yet made a specific commitment in favour of the voluntary renunciation of the veto.
But the Foreign Office said in response to the Amnesty report: "The United Kingdom wholeheartedly supports the principle that the Security Council must act to stop mass atrocities and crimes against humanity.
"We cannot envisage circumstances where we would use our veto to block such action."

Amnesty's report said that 2014 had led to one of the worst refugee crises in history, with four million Syrians displaced by war and thousands of migrants dying in the Mediterranean.
The group criticised the response of European leaders to the crisis.
It said the efforts of wealthy countries to keep refugees out took "precedence over their efforts to keep people alive".
Amnesty also used its report to urge governments to adhere to a worldwide agreement on arms.
A global treaty came into force last year and aims to regulate the arms industry by controlling the supply of weapons to criminal groups.

Nigeria's Goodluck Jonathan: Tide turned against Boko Haram

Nigeria's President Goodluck Jonathan has said the tide has "definitely turned" against militant Islamists as regional forces recapture territory.
His comments came hours after Boko Haram militants were blamed for killing 27 people in bombings in two commercial centres in the north on Tuesday.
Boko Haram had hit "soft targets" because of the setbacks it had suffered in battle, Mr Jonathan said.
Regional forces have recaptured eight major towns in recent weeks.
So Mr Jonathan's comments appear to have some credence, even if he made similar remarks last year, says the BBC's Bashir Sa'ad Abdullahi in the capital, Abuja.
The Nigerian military, backed by regional troops, is now taking the war to Boko Haram, rather than fleeing the battlefield, our correspondent adds.
However, at least six major towns are still held by Boko Haram, he says.
Many residents fear the militants will regroup and launch a new offensive to regain territory, he adds.
'Mourning victims'

On Tuesday, suicide bombers blew themselves up at crowded bus stations in Kano, the most populous city in the north, and Potiskum, the main commercial town in north-eastern Yobe state.
At least 17 civilians were killed in Potiskum and 10 in Kano, police and hospital sources said.
"The president assures all Nigerians and the people of the north-eastern states in particular that the days of mourning victims of incessant terrorist attacks in the country will soon be over as the tide has now definitely turned against Boko Haram," Mr Jonathan's office said in a statement.

Nigeria's presidential and parliamentary elections have been postponed by six week to 28 March to give troops more time to beat back Boko Haram.
Mr Jonathan is facing a strong challenge from ex-military ruler Muhammadu Buhari in the poll.
Chadian troops have played a key role in helping Nigeria's military regain territory.
Military chiefs from Nigeria, Cameroon, Chad, Niger and Benin, are currently meeting to discuss plans to create an 8,700-strong force to fight Boko Haram.

AFCON 2013 winning coach, Stephen Keshi, has been overlooked as Burkina Faso named German trainer, Gernot Rohr, as new handler of their national football team.
Rohr replaces Belgian Paul Put, who parted ways with ‘Les Etalons’ after the Orange Africa Cup of Nations, Equatorial Guinae 2015, where the Burkinabes, losing finalists at the previous edition, crashed out at the group phase.
A statement by Federation Burkinabe de Football released on Tuesday night said the federation has settled on the 61-year old as the best option.
Prior to that, the FBF had named a three-man shortlist including Rohr, Keshi and Milovan Rajevac of Serbia from 38 applications received for the vacant post.
According to the federation, the German-born trainer will be unveiled to the press in the next few days after the finalization of the terms of engagement between the two parties.
Rohr was previously in charge of Gabon and Niger, guiding the former to the quarters of the 2012 Africa Cup of Nations and crashing out at the first round with the latter during the 2013 edition in South Africa.

However, there was some controversy this year when Glastonbury headliners Kasabian were overlooked in the nominations. The band, whose fifth album 48:13 topped the charts last summer, promptly announced they would play the Bafta ceremony instead.
Guitarist and founder Serge Pizzorno said Kasabian were victims of a Brits "conspiracy" against "working class rock 'n' roll bands".
Noel Gallagher joined in, saying the ceremony was "a bit of a carve-up" between the major record labels, and that "independent artists get shafted by people at the Brits".
Dominance of 'white boys'
There was also discussion about the lack of nominees from BAME backgrounds.
Pop group Clean Bandit, whose dance anthem Rather Be is up for best single, said the dominance of "white boys" in the main categories was "a bit weird and a problem".
"It's bizarre," Neil Amin-Smith told Newsbeat, suggesting black artists like MNEK, Labrinth and Kwabs had been overlooked. "I think there is something that needs talking about there."
Brits organisers say their voting procedure is transparent, with "over 1,000 music enthusiasts" choosing the shortlists, including record label employees, music critics, NUS entertainment officers and the artists themselves.
This year's ceremony will be broadcast live in the UK on ITV1 from 20:00 GMT on Wednesday, and around the world on YouTube.

The incident reportedly caused panic at the embassy.
However, the actress’ son was quickly attended to by the officials of the embassy.
He was said to have been revived with first aid treatment administered on him before he was rushed to hospital for proper treatment.
Omosexy, as the multiple award winning actress is fondly called, disclosed this on Monday on her Twitter page.
Jalade-Ekeinde said: “Was at the embassy and my last kid blacked out and practically passed out!
“Very hot, perhaps exhaustion.”
Few hours later, the mother of four posted: “Just leaving hospital now.
“He is fine now.
“Thanks to all the people and embassy officials who swung into action to help.”

Some members of the Eternal Order of Cherubim and Seraphim, Abanishe Street, Agodo Egbe, Ikotun, Lagos State said they have already asked God to forgive their Resident Pastor, Prophet Michael Raji, who was arrested two weeks ago by the National Drug Law Enforcement Agency for being in possession of illicit drug valued at N609 million.
According to the members, Raji was arrested while he was counseling some members in the church.
This was also few minutes after preaching.
While some members said they had already asked God to forgive Raji for dipping his hands into the devil’s pie, another set implored the NDLEA to release him for he is philanthropic and used to feed many of them in the church.
Raji, 60, was allegedly smuggling the 174 kilogrammes of narcotic drugs to South Africa when NDLEA operatives flagged him.
The suspect was alleged to be a top member of a drug syndicate operating in Nigeria, Ghana and South Africa.
A search of his church premises revealed hidden drugs.
The seized drugs, concealed inside large bags of foodstuff, were found to contain 91kg of Methamphetamine and 83kg of Ephedrine, with an estimated street value of N609 million.
A Mercedes Benz Jeep was also impounded during the operation.
A members who simply identified herself as Mrs. Adebanjo, said the crime was true, but insisted that it did not happen in the church.
Adebanjo added: “It is true that NDLEA operatives came to arrest Prophet Raji for drug offense, but it was at the airport that it happened, not our church.
“The church should not be linked with any criminal case.
“We have also prayed to God to forgive him.”
Another member, who also gave his name simply as Gbenga, said the arrest of Raji threw the entire church into panick, leading to the church abandoning its seven days programme.
Gbenga said: “We were inside the church on that fateful Tuesday when the NDLEA agents came.
“We were having our seven days revival programme.
“After a guest pastor had finished his preaching, it was the turn of the prophet.
“Before then, he had been counseling some members.
“Suddenly, a group of men in NDLEA uniform invaded the church and whisked him away.
“It was later we discovered that Daddy (Raji) is involved in drug trafficking.
“The arrest has affected the church.
“Some members have stopped coming, while those around are living in fear.”
Gbenga said that two Sundays ago some members of the church managed to gather together to pray for Raji’s release.
He added: “I have known the prophet for 10 years and there had never been any criminal matters attached to him, let alone a drug related case.
“Please, let them release him because he is our father here.
“He used to feed many members in this church.”
Raji’s Assistant, whose name was withheld for security reasons, was said to have left the church since the prophet’s arrest, while Raji’s wife had been holding meetings with his family members to seek for his release.

The Minister of State for Finance, Bashir Yuguda, said the federal, states and local government areas shared N500.1 billion revenue for the month of January 2015.
Yuguda made this known when he briefed newsmen on the outcome of the Federation Accounts Allocation Committee meeting in Abuja on Tuesday.
He said the amount comprised of the month’s statutory revenue of N416 billion and N6.3 billion refunded by Nigerian National Petroleum Corporation.
He said: “Also, there is the exchange gain of N8.6 billion, which is proposed for distribution.
“NNPC has paid the sum of N776 million it owed the Federation Account and remitted an additional amount of N4.4 billion, totaling N5.195 billion.
“Therefore, the total revenue distributable for the month of January, including VAT of N63.9 billion is N500.1 billion.”
Yuguda said the Federal Government received N194.3 billion, representing 52.68 per cent, and states got N98.5 billion, representing 26.72 per cent.
The local governments, he said, received N75.9 billion, amounting to 20.60 per cent of the amount distributed.
He also disclosed that N39.4 billion, representing 13 per cent derivation revenue, was shared among the oil producing states.
On Value Added Tax, Yuguda said the gross revenue collected for the month decreased by N9.5 billion from the N73.4 billion recorded in December.
Yuguda said N305.3 billion was generated as mineral revenue in January as against the N381.5 billion generated in the preceding month.
According to him, this shows a decrease of N76.1 billion between the two months.
He also said the non-mineral revenue for the month of January was N110.6 billion as against the N107.7 billion generated in December, representing a decrease of N2.9 billion.
Yuguda lamented over the low revenue generation for the month, while explaining certain reasons for it.
He said: “There was a substantial loss of revenue due to further drop in crude oil prices from $77.5 million in November to $52.3 million in December.
“Also, a 33 per cent decrease in export volume between November and December, 2014, translated to a loss of $159.8 million.
“The shutdown and shut in of trucks and pipelines at various terminals continues to impact negatively on the revenue performance.”
Yuguda also said another factor was that the non-oil revenues performed below the 2014 budgetary provisions.
He added that the N35.5 billion, which had become a monthly amount being distributed under the SURE-P Programme, was no more because of the fall in oil prices.
He said that the new balance in the nation’s Excess Crude Account was $2.6 billion and N19 billion in the Domestic Crude Account.
In his comment, the Chairman of the Finance Commissioners Forum, Timothy Odah, expressed concern over the continued dwindling of the federation’s revenue.
Odah called on states to work on increasing their internally generated revenue as the federation allocation has become unreliable to ensure that they meet their needs.

Toronto police investigate mystery tunnel to nowhere

Toronto Police are asking the public to help identify the purpose of a bunker 10ft (3m) underground found near a Pan-Am Games venue.
"There is nothing to suggest criminality," Deputy Police Chief Mark Saunders said, but said it was built with "considerable sophistication".
The underground chamber is was six-feet high, nearly three-feet wide, 33-feet long and supported by wood frames.
It was found in January hundreds of metres from a tennis centre.

The Canadian Tennis Centre, on the campus of York University, will be hosting Pan Am tennis competitions this summer.
The site was found after a conservation officer found a large amount of excavated dirt near a fence line in the woods behind the centre.
Police found a petrol can, food containers, a generator, and a wheel barrow inside as well as moisture-resistant light bulbs, and a sump pump to remove ground water.
A crucifix at the end of rosary beads with a poppy attached were also were also found hanging from a nail inside.
Ladder into bunker
The entrance was covered by a wooden lid.
"I don't have a working theory," Deputy Police Chief Saunders said, adding the site was clearly constructed by some one who "clearly had some expertise in structural integrity".
"We're open. We go with the evidence."
The underground bunker has now been filled in.

Fayose: APC should produce original Shekau

Fayose challenged the APC to produce the original Shekau, since the party knows that the Federal Government was presenting a fake one.

The Ekiti State Governor, Ayodele Fayose, has described the claim by the All Progressives Congress Presidential Campaign Organisation that the Federal Government was planning to use a fake leader of the Boko Haram sect, Ibrahim Shekau, to implicate the party’s presidential candidate, Major General Mohammadu Buhari (rtd), as a further confirmation that the party knows those behind the insurgency in the country.
Fayose challenged the APC to produce the original Shekau, since the party knows that the Federal Government was presenting a fake one.
He said: “It is obvious that APC does not want the insurgency to end.”
In a statement issued on Tuesday by his Special Assistant on Public Communications and New Media, Lere Olayinka, the governor lamented the open display of hatred against Nigeria and its people by the APC.
He said: “Up till today, the APC has not made any statement, commending our gallant soldiers that are laying down their lives to save Nigerians from the Boko Haram insurgents.
“Instead of commending the soldiers and encouraging them, what the APC people are doing is to blackmail the military and one wonders why a party will want to take over power by supporting killing of innocent Nigerians.
“With the onslaught on the Boko Haram by our gallant soldiers, the APC appears to have lost the game of using the insurgency to campaign against President Goodluck Jonathan.
“Instead of them to face this reality, they have come up with this criminal assertion that a fake leader of Boko Haram, Ibrahim Shekau, was being presented before Nigerians by the government, in order to claim winning the war on terrorism.
“They are also claiming the fake Shekau might become a tool to blackmail members of the opposition, by coaching the phantom terror chief to say he was working for its presidential candidate, Major-General Muhammadu Buhari, in order to link him to terrorism.
“With this statement coming from the APC, it is clear that the party knows what we don’t know about Boko Haram.
“It also indicates that the APC people do not want the Boko Haram insurgency to end so that they can continue to make political gains from it.
“Therefore, APC should simply produce the original Shekau that they know because you can only recognise fake when you know the original.”

Those who are healthy tends to be more beautiful. Beauty is in who you are not what you rub on your body or eat, or even wear on your body.
Why bleach?
Black skin renews itself quickly, rapidly producing new skin cells. This ability for regeneration keeps our skins looking younger for longer. Wherever black skin is damaged or traumatized, it produces an excess of melanin in the area. This hyper pigmentation can result in a humble spot or cut, producing a dark patches when it is healed. Skin tone removes dark patches caused by injury.
However, in some sections of the society, particularly in African communities, skin bleaches are used to lighten the skin in a misguided belief that a lighter complexion is better than the dark complexion.
The production of the most commonly used bleaching agent, hydroquinone (chemical formula C6H602), came about by accident, after black workers in a rubber plant found that when a certain chemical came in contact with their skin, it caused light patches on skin.
According to a medical personnel in the University of Maiduguri Teaching Hospital, Bunmi George, the skin covers 70 per cent of the body weight. It comprises of two layers: Epidermis and Dermies. The Epidermis represents the outer layer while the Dermies represents the inner layer of the skin.
In addition, most of these bleaching creams reduce and destroy the pigmentation, which is the skin colour. They also increase the risk of child bearing, especially in relation to cancer.
When there is a contact between the skin and the bleaching cream, the result is known as the CONTACT DIMERTITISE. It is an inflammatory process in the skin caused by exogenous process agent that directly or in directly injures the skin, resulting in irritation. It could be acute or chronic dry skin. It thickens the skin. It can also result in the skin being bruised easily. They can be allergic to sunburn.
See yourself just as God made you. He made us all unique. If you happen to be a black skinned person, please remain like that. Don’t try to change yourself. And if you are a light skinned person, don’t try be a dark person or more lighter than you ought to be. You are still beautiful the way you are if you believe it. There are other better body creams that you can use to enhance your skin tone than bleaching your skin. It is very harmful on your skin. You look more original with your natural colour than the artificial colour.

An Asaba High Court on Tuesdayjailed the kingpin of a five-man gang that raped a 17-year-old secondary school girl in Delta State.
The accused, Chukwu Ebuka Sunday, 35, on November 23, 2012 at Akwuebulu Quarters in Asaba, gang-raped the girl along with others.
The court condemned the accused to a jail term of 35 years without an option of fine after being found guilty of the crime.

Justice Obi said: “The evidence of the PW1 as a witness of truth and disbelieved the evidence of the accused.
“The evidence of PW1 was straight forward and to the point as she gave her evidence without any form of malice and with a disposition of forgiveness.”
While Justice Obi warned against the alarming cases of rape in the society, he sentenced the accused to three years for count one, 30 years for count two, and two years for count three.
They are to run concurrently.
The Eagle Online recalls that the accused person in connivance with his friends ambushed the victim while she was on an errand for her mother and harassed her sexually.
The gang, led by one Ebuka, seized her by her skirt and dragged her into their compound and locked the gate.
He brought out a cutlass and threatened to kill her before he forcefully pushed her into his room and raped her.
Before demanding a ransom of N15,000 from her if she wants to be set free unhurt, the accused called five other friends on GSM phone who also pounced on her in turns.

Fire fighter crawling out of carriage
Police in Oxnard, California, say the crash was first reported at 05:44 local time.
A helicopter from a local television station showed emergency responders treating multiple people.
A spokesman for the Ventura County Fire Department told the broadcaster that it is believed no one had died in the accident.Fire fighters
Captain Mike Lindbery said the train was carrying 51 passengers, and 28 of those were transported to several local hospitals.
The driver of the truck that collided with the train fled the scene, and was "taken into custody south of the scene less than a mile," Capt Lindbery said.
The locomotive had a camera on the lead carriage, footage from which will be used in the investigation.
The National Transportation Safety Board (NTSB), the agency that leads transport investigations for the US government, said in a tweet, "NTSB launching team to rail accident in Oxnard, CA. More details to come."

Aerial footage from the scene shows multiple emergency vehicles at the scene, with several fire fighters and paramedics moving people into ambulances.
One carriage can be seen overturned and laying partially in a nearby highway. Two others were overturned laying parallel to each other, and a fourth remains upright.
In a nearby intersection, the burnt-out shell of a truck can be seen with remnants of fire extinguishing foam.
The train was destined for Los Angeles, and crashed about 65 miles (100 kilometres) away from its destination.
A Metrolink train collided with a freight train in 2008 in another part of southern California, killing 25 people and injuring more.
