The quiet global crisis that scares the State Department



A big new State Department assessment has identified a major threat to global security. It's not ISIS or Vladimir Putin. It's not a rickety global economy or climate change or the threat of global pandemics.
Instead, the report argues, these individual problems are symptoms of a much bigger issue — namely, a slow breakdown in global governance. Many of the institutions that were created in the past century to deal with economic and security risks around the world, such as the UN and IMF, may no longer be adequate to the task.
If the authors of the report are right, then the world's biggest problems are all really about this one big thing.

The report, called the Quadrennial Diplomacy and Development Review, was tasked with a broad review of State Department policies. The point was "not looking at the crisis of the day," Tom Perriello, the State Department official tasked with leading the QDDR, said in a press briefing. Instead, the report is "trying to connect the dots across the crises, and then saying what can we learn across the dynamics that we can see."

Much of what the report's authors saw was quite good. "Seventy years ago, a bipartisan group of visionary Americans forged a system of modern international institutions, as well as economic and security arrangements, aimed at preventing another catastrophic world war and addressing acute human suffering," they write. "This system enabled the peaceful end of the Cold War, a wave of democratization, and unprecedented improvement in the basic human condition around the globe."

That's all true. But the QDDR worries that these institutions — things like the UN and the IMF — aren't adequate for dealing with the specific kinds of problems we see today. The UN may help the big countries cooperate with each other, but it can't stop ISIS or Syria's civil war. Nor has it been able to lock in a big new international agreement on climate change.

Together, these problems show that "aspects of that post-World War II system are fraying." Sometimes, it's because a hostile power is actively challenging them — Russia, for example, is actively trying to weaken the NATO-dominated regional order in Europe.
Other times, it's that these institutions are having trouble developing good answers for particular kind of problems. It's not clear, for example, how global institutions can repair failed states and stop civil wars in places like Libya and the Democratic Republic of the Congo
.
Regardless, the basic point is the same: the institutions that have made the world the safest and most prosperous place it's ever been are becoming less capable of following through on their mission. The more they degrade, the argument goes, the more danger the United States — and the world — will be in.

These arguments aren't new: academics have been making them for years. But what's interesting about their position in the QDDR is that they seem to represent the US government's actual view about the world's biggest problems.
It's no accident that the QDDR's section on priorities begins with a quote from Obama's 2014 speech to the UN General Assembly — the address was framed around an almost identicaldiagnosis about the need to reform global institutions in light of new challenges. "If we lift our eyes beyond our borders, if we think globally and act cooperatively," Obama said, "we can shape the course of this century as our predecessors shaped the post–World War II age." Sound familiar?

But the QDDR goes beyond Obama's speech. It identifies four areas — preventing violent conflict and extremism, spreading democracy, promoting global economic growth, and climate change — in which the State Department needs to focus its efforts. "Each of these priorities is based on the need for better governance across the world," Secretary of State John Kerry said at a presser. "They're all linked."
The QDDR proposes a number of ways to improve its focus on these issues. For instance, it proposes a new investment on data-driven forecasting designed to predict conflicts and mass atrocities. If State Department diplomats have a better way of knowing countries are most at risk of serious violence, the theory goes, they can know where to invest resources in order to prevent those conflicts from getting worse.

These solutions feel very small-bore compared with the scale of the problems identified by the QDDR. The report doesn't have a big plan for reforming the UN to deal with failed states, nor does it propose a groundbreaking strategy for breaking the global impasse on a climate change agreement.
That's by design. The QDDR, as an exercise, is designed to improve the way the State Department works as an organization. About one-third of the report, for example, is focused on hiring and personnel management. The whole point of the exercise is to identify what the State Department can do better without radically transforming American foreign policy priorities or proposing pie-in-the-sky new budgets that Congress will never approve
.
And that's what makes the QDDR really interesting. A massive amount of government work involves identifying huge problems, like the breakdown of global governance, and then trying to implement a few small-bore strategies to chip away at the big problem. The QDDR is an unusually clear account of how that process actually works: of how small policy proposals and reforms fit into the bigger picture of American foreign policy

Indonesia executes 8 prisoners including 4 Nigerians, spares Filipino woman at last minute


Indonesia has executed 8 of the 9 people convicted for drug offenses. The men all pictured above were taken to a jungle clearing on the island Nusakambangan according to local media reports and were executed at midnight Indonesia time by 12 police privates (that would be about 6pm Nigerian time). The only woman amongst them, Mary Jane Fiesta Veloso, was spared last minute after new information emerged about her case. A woman who reportedly tricked her into carrying drugs turned herself in earlier today.

Robert Downey Jr opens up on C4 interview walk-out

Actor Robert Downey Jr has spoken for the first time about walking out of a UK TV interview earlier this month.
Quizzed by US DJ Howard Stern, the Avengers star dubbed Channel 4's Krishnan Guru-Murthy "a bottom-feeding muckraker" for bringing up his past problems with drugs.
The actor said he had been "promoting a superhero movie" and suggested his interviewer had a "creepy dark agenda".
Guru-Murthy himself has insisted he had "no particular agenda".
Writing in The Guardian, the broadcaster said Downey Jr's "PR man" had been informed the actor's "recovery from jail and drug abuse" would be brought up in the interview.
"We don't do promotional interviews on Channel 4 News," Guru-Murthy wrote.
"We agree with PR people that as well as talking about a new movie for a while we want to ask wider ranging questions on relatively serious topics."

"Social decorum"

Downey Jr, however, said Guru-Murthy had been "weirding [him] out" with his "weirdo" line of questioning in his "first interview of the day".
He said he now wished he had left the interview sooner and suggested the Channel 4 newsman had violated "social decorum" by scrutinising him like "a kiddie fiddler who's running for mayor".
He said he needed "to distance myself from this clown".
"Otherwise, I'm probably going to put hands on somebody, and then there's a real story," he added.
Guru-Murthy previously clashed with director Quentin Tarantino, who bridled when asked to discuss the violence in his film Django Unchained.
"I know he pulled the same garbage on Tarantino, and Tarantino stayed in his chair and lit him up for five minutes," said Downey Jr of that 2013 encounter.
"I'm a 50-year-old guy, I used fancy words... and yet I'm completely unevolved when it comes down to simple boundaries."
The actor is currently promoting fantasy sequel Avengers: Age of Ultron, in which he can be seen reprising his role as armour-plated superhero Iron Man.

Jay Z says Tidal is 'doing just fine' with 770k subscribers

Jay Z is not one for writing a lot of tweets - but he's just put out a "stream of consciousness" defending his music streaming service, Tidal.
Launched last month with some very high profile backers, critics have said that the company has been a bit of a flop, with low subscriber numbers.
But Jay Z says: "Tidal is doing just fine. We have over 770,000 subs. We have been in business less than one month.
"We are here for the long haul."

Jay Z bought Tidal from a Swedish company, Aspiro, earlier this year, for $56m (£37m).
There was a spike in interest when he re-launched it on 30 March but then dropped out of the top 50 for downloaded music apps on the US iTunes store.
The company also got rid of its CEO and announced redundancies earlier this month but also said it was looking for new staff.

Togo's Faure Gnassingbe wins third term as president

Togo's President Faure Gnassingbe has been re-elected for a third term, electoral officials say.
Provisional results show that he gained 59% of the vote, extending his family's 48-year hold on power.
Observers from the African Union and regional bloc Ecowas said the election was free and fair, despite opposition complaints of voting irregularities.
Mr Gnassingbe has ruled since the death of his father, Gnassingbe Eyadema, who took power in a coup in 1967.
His main rival, opposition candidate Jean-Pierre Fabre, took 35% of the vote.
Mr Fabre on Monday called for a delay in announcing the results, citing widespread irregularities.
But later, he said that he would leave the country's Independent National Electoral Commission (Ceni) "to do its work".
The results still need to be confirmed by the country's Constitutional Court.
Turnout was around 53-55%, according to Ceni - at least 10% lower than the last elections in 2010.
The 2005 elections, which brought Mr Gnassingbe to power, were overshadowed by fraud allegations and violent protests which left at least 400 people dead.
Last year, opposition protests failed to bring about constitutional changes limiting the president to two terms in office - a move that would have prevented Mr Gnassingbe from standing.
Togo's GDP has more than doubled since 2005 and economic growth reached 5.6% in 2014.

Indonesia disregarded last-minute appeals and executed 8 drug traffickers including 4 Nigerians. Pictures of the dead being buried and details from their last minutes before being executed have been released to the media. According to the pastors who were with them in their final hours, Andrew Chan, Myuran Sukumaran and the other 6 death row inmates declined to wear blindfolds and were singing as they were shot by a 13-member firing squad in the early hours of Wednesday morning.


The 8 men chose to face their executioners and spent their last minutes on earth praising God and singing songs which included 'Amazing Grace'.

On Wednesday morning, Pastor Christie Buckingham - who read Chan and Sukumaran their last rites - said the 8 death row inmates walked out onto the killing field singing religious songs in the moments before they were executed. Pastor Buckingham said the men conducted themselves with 'dignity and strength until the end'. Another pastor, Karina de Vega, said it was a 'beautiful experience'.

How do you get have a $40m contract & go kill someone? Ex-NFL star Hernandez sentenced to life in prison


How do you mess up your life so badly? Aaron Hernandez had a lot going for him. He was a popular athlete, good looking, had a fiancee, had a daughter, he was young, considered one of the top tight ends in professional American football, had a mansion, had a $40million contract, had a standout career ahead of him and he went and killed someone? Maybe even three people.

The Former New England Patriots was convicted of first-degree murder yesterday April 15th and was sentenced to life in prison without a possibility of parole. He will spend the remainder of his natural life in prison. How sad is this? He had a promising future but couldn't leave gang life alone.

The 25 year old was found guilty of first-degree murder in the shooting death of Odin Lloyd, a 27yr old landscaper and amateur weekend football player who was dating his fiancee's sister.


Hernandez's mother, Terri, and his fiancee, Shayanna Jenkins, cried and gasped when they heard the verdict. Hernandez, his eyes red, mouthed to them: "Be strong. Be strong." Lloyd's mother also cried.

Trials for murder and shootings

2012 Boston double homicide

Hernandez was investigated in connection with a double murder that took place on July 16, 2012, in Boston's South End when Daniel Jorge Correia de Abreu, 29, and Safiro Teixeira Furtado, 28, both of Dorchester, were killed by gunshots fired into their vehicle. On May 15, 2014, Hernandez was indicted on murder charges for the killings of Abreu and Furtado, with additional charges of armed assault and attempted murder associated with shots fired at the surviving occupants in the vehicle.

On June 13, 2013, Alexander S. Bradley, described as a friend of Hernandez's, filed a lawsuit against Hernandez in a Florida federal court. Bradley claimed that on February 13, 2013, Hernandez had shot him while the two were riding in a car on Interstate 95 in Palm Beach County, following an altercation at a Miami strip club; Bradley alleged that he lost his right eye as a result. When police came to assist Bradley, he declined to name his assailant, and no arrest was made at the time. Bradley's lawsuit was dismissed on June 17, 2013, as a result of incorrect paperwork, and refiled on June 19, 2013.

On September 3, 2013, Hernandez's lawyers filed a postponement request in federal court until his murder charges were resolved. They said it would be legally unfair to Hernandez to permit the lawsuit to continue while he is defending himself in the shooting death of 27-year-old Odin Lloyd.

On June 18, 2013, the police searched Hernandez's house in North Attleboro for several hours in connection with an investigation into the shooting death of a friend, Odin Lloyd. Lloyd's body was found in an industrial park about a mile away from Hernandez's house with multiple gunshot wounds to the back and chest.[42][43] The Massachusetts State Police obtained a search warrant after evidence surfaced that Hernandez intentionally destroyed his home security system. A cell phone belonging to Hernandez was turned over to police "in pieces" and Hernandez allegedly hired a "team of house cleaners" the same day Lloyd's body was discovered, raising additional suspicion.[44] On June 20, 2013, the Boston Herald reported the Patriots had "barred" Hernandez from Gillette Stadium.[45] According to NFL.com, Patriots owner Robert Kraft decided to have Patriots staff ask Hernandez to leave because he did not want Gillette to be "the site of a media stakeout".
However, the Boston Globe reported that the Patriots front office had decided days before Hernandez's arrest that if Hernandez were arrested on any charge related to the case, even an obstruction of justice charge, he would be released.

On June 26, 2013, Hernandez was taken from his home in handcuffs and into police custody. The Patriots released Hernandez about 90 minutes later, before officially knowing the charges against him.

Their press release stated: A young man was murdered last week and we extend our sympathies to the family and friends who mourn his loss. Words cannot express the disappointment we feel knowing that one of our players was arrested as a result of this investigation. We realize that law enforcement investigations into this matter are ongoing. We support their efforts and respect the process. At this time, we believe this transaction is simply the right thing to do.

Later that day, Hernandez was charged with first-degree murder, in addition to five gun-related charges; he was held without bail at the Bristol County Jail. Two other men were also arrested in connection with Lloyd's death: Carlos Ortiz, on June 27, 2013, and Ernest Wallace on June 28,2013.

Ortiz revealed to the police that Hernandez had secretly rented an apartment in Franklin, Massachusetts. A subsequent search of the apartment, according to the Associated Press, "turned up ammunition and clothing that police believe could be evidence in the murder case against him".

On August 22, 2013, Aaron Hernandez was indicted by a grand jury for the murder of Odin Lloyd. On September 6, 2013, he was arraigned and pled not guilty to first-degree murder. He was held without bail but reserved the right to request bail later.

On September 27, 2013, Jenkins was indicted on a perjury charge in connection with Lloyd's killing.

On April 15, 2015, Hernandez was found guilty of murder in the first degree, a charge that automatically carries a sentence of life in prison without a possibility of parole, as well as five firearm charges. Hernandez did not face the death penalty, as the state of Massachusetts abolished the death penalty in 1984.

Terry G Now Born Again?


It appears Nigeria’s eccentric afro hip hopstar, Terry G has not run out of ideas on how to engage his fans. The hip hop act at a recent performance in Enugu decided to take the gospel route while entertaining fans at the Spices Restaurant in Enugu venue of Legend Extra Stout Taste and Tell Activation hosted by Nigerian Breweries Plc. 

But is he really born again? That is a big question for another day.


The bell-brandishing artiste interspersed his performance with verses and preaching from the holy bible much to the excitement of the lively audience.  “God loves us the way we are, that is why Jesus died for us”, the Benue state born artiste stated during his performance as he thrilled the audience to a collection of his hit songs including Akpako, Free Madness, Love Affair, Oga,  The Microphone amongst others.

The event also featured rib cracking comedy from ace comedian Aje Baba. The comedian sent the audience reeling with his cleverly delivered jokes. The evening was further spiced with performances from local cultural troupe, PammyUdu Bunch and a live music from Tipsy Sounds, an Enugu based Live Band.

Legend Extra Stout, organizers of the event also seized the opportunity to reward loyal customers via the Taste and Tell contest. The Taste and Tell contest saw members of the audience randomly selected to participate in a blind taste game to determine who could correctly identify Legend Extra Stout from three unmarked glasses each containing different brands of stout drinks.

At the end of the game, three winners, Engineer Victor Nwakunor, a PHD student of University of Nigeria Nsukka (UNN), OkechukwuAganmegwa, a 19-year old student of Federal Polytechnic Uwanna, Afikpo and Timothy Ogbuehi, a 38 year-old technician won for themselves, a brand new refrigerator, a brand new 32 inch LED Television and a brand new generator.

Speaking on the event, Emmanuel Agu, The Marketing Manager Lager and Stout-Nigerian Breweries Plc stated that the event was organized to create fun and excitement for Legend consumers. He said: “Legend Extra Stout proudly carries the tag of being the Real Deal. In line with this, we decided to bring real excitement to our consumers. Our teeming consumers have been supportive of the brand so we decided to say thank you them with this event.”

Agu added that the activation was conceived to encourage consumers of Legend Extra Stout spread the word about Legend’s distinctive quality. “With every sense of humility, we can say that there is no brand like Legend in the country today because of its distinctive quality. Kevin Hart's girlfriend and ex-wife kiss & make-up, take pics together

Good to see these two are cordial enough to take a pic together. Kevin Hart's ex-wife Torrei Hart (in yellow) accused his current fiancee Eniko Parrish (in black) of breaking her marriage but it looks like all is well between the ladies now as they were seen taking a photo together with Kelly Osbourne at the MTV Movie Awards on Sunday where Kevin got an award. The women plus Kevin's kids came out to support the actor/comedian.

#AFCON2017: Nigeria To Play Egypt In Qualifier

The  2017 African Cup Of Nations, AFCON 2017, group qualifiers have been drawn  and Nigeria is set to play seven time winners Egypt in Group G.

Gabon has been confirmed as the host country for the 2017 Africa Cup of Nations. Libya had been initially selected to stage the competition, but its hosting rights were withdrawn in August last year due to
the unstable security situation in the country.
2015 winners Ivory Coast will play Sudan in Group I. The draws were made in Cairo, Egypt on Wednesday. Nigeria failed to qualify for AFCON 2015 but won the previous edition in 2013.

Nigerians on social media have also reacted to Nigeria’s chances of qualitication. The general tone shows that the populace hope Nigeria can qualify from a relatively easy group with Egypt thought to be the only NAtion with a serious threat.

A woman has been caught with thumb-printed electoral materials this morning in Lagos.

It was reported that the woman, identified as a woman leader of the All Progressives Congress Lagos East was caught moving thumb-printed electoral materials in a yellow-coloured bus at about 12:15am.
The number plate of the apprehended bus is FKJ450XJ. Alhaja (Chief Mrs.) Basirat Olayinka Ojugbele, is also a Lagos fabric merchant and top socialite who emerged as the APC’s women’s leader of Ojokoro land in Lagos last year. See the alleged electoral materials below and the woman.
